I would consider Perfect Black when the inner layer’s backing is the feature needed in a particular setup. KMC designs it for use with translucent regular sleeves. That is a specific purpose, not a reason every deck needs this variant.
Choose it if
You deliberately want a black-backed inner in compatible standard sleeves.
Look elsewhere if
You want both sides transparent or need 100 inners from one pack.

Will it fit?
Manufacturer-statedKMC states compatibility with its Standard sleeves. The black back is a manufacturer-described design feature; it does not by itself certify an assembled deck for a particular event.
The backing changes the choice
A clear inner leaves both faces visible. A black-backed inner intentionally changes that. I would check the desired visibility of double-faced cards and the outer sleeve’s appearance before sleeving a full deck.
Uniform appearance is a property of the complete sleeve setup. If event legality is the question, use the event’s applicable rules and judge guidance rather than treating a product description as approval.
The pack is smaller than a 100-card deck
Two 80-count packs supply 160 inners. For a 100-card deck, that leaves 60 for spares or another project. One pack is not enough even though many competing inner sleeves come in 100-count packaging.
